Thurston County's five commissioners will begin reviewing a mid-year adjustment to the county budget Wednesday, Oct. 28, at a work session that also honors outgoing elected officials.

The agenda packet for the 9 a.m. session lists "Amendment 2, 2026 - First Preliminary Review" as the main item. The amendment is a mid-cycle change to the county's two-year budget for 2026 and 2027. No dollar figures, affected departments or staff recommendations appear in the published agenda.

This is the second budget amendment of the year. The county adopted Amendment 1 by resolution on June 2, according to county budget documents from that cycle. At the time, the county's adopted 2026 budget totaled $147.8 million in expenditures against $135.9 million in revenue.

Budget & Finance Manager Summer Miller oversaw that process.

Under Washington law, county commissioners may amend the budget during the fiscal year to account for unanticipated federal, state or local revenue, or for transfers within departments.

A "first preliminary review" signals the start of the amendment process, not a final decision.

Board decisions are not made during work sessions, according to county policy.

The agenda also includes a segment recognizing retiring elected officials under the commissioners' items. The packet does not name which officials will be honored. Several countywide offices appeared on the Aug. 4 primary ballot, including Assessor, Clerk and County Commissioner District 5, according to certified election results. Commissioner Emily Clouse, who holds the District 5 seat, finished second in that primary race behind Nicolas Martinez-Dunning.

The five-member board is chaired by Tye Menser, with Wayne Fournier as vice-chair. Rachel Grant and Carolina Mejia round out the commission.

An advisory boards update and commissioners' reports on committees fill out the rest of the agenda.
