The Port of Olympia is accepting sealed bids for the construction contract to convert the former Dancing Goats Coffee building.

Bids are due by 3 p.m. on June 30 through the Port's Bonfire procurement portal, and the contract is subject to Washington state prevailing wage requirements.

James Sommer, the Port's public works program manager, briefed commissioners on the project at their June 22 meeting. The item appeared on the advisory calendar, meaning no formal vote was taken.

The project scope, posted on the state's Office of Minority and Women's Business Enterprises bid portal, calls for tenant improvements to the approximately 15,200-square-foot, two-story warehouse building. The work includes adding roughly 4,000 square feet of floor area on the second level, converting existing offices and warehouse space into Port administrative offices, a public reception counter, an elevated commission dais, and a new commission meeting room.

A two-story elevator, updated mechanical, electrical, plumbing, and fire suppression systems, and some exterior wall modifications are also included.

Each bid must include a bond or certified check equal to 5% of the total bid amount.

The Port purchased the building in February 2025 for $2,157,850 on a unanimous 5-0 vote, aiming to eliminate more than $300,000 in annual rent it pays for its current offices at 626 Columbia St. NW. Executive Director Alexandra K. Smith said in February 2025 that the combined purchase and renovation cost works out to roughly $235 per square foot, compared to "upwards of $700 a square foot" for new construction.

Thomas Architecture Studio, which the Port hired in 2022 and whose contract was expanded to $500,000 in May 2025, designed the renovation. As of September 2025, the firm projected construction would start in summer 2026 and take about eight months, putting occupancy in early 2027.

The winning contractor and contract value will be determined after the bid opening. No date has been confirmed for a commission vote on the final award.
